ICEGATE — the Indian Customs EDI Gateway — is where every shipping bill, bill of entry, and IGST refund claim gets filed. All filings must be digitally signed with a Class 3 DSC registered against your Import-Export Code (IEC). Here's the complete setup.
Who needs an ICEGATE DSC?
- Any Indian exporter filing shipping bills
- Any Indian importer filing bills of entry
- Customs House Agents (CHAs) filing on behalf of clients
- Anyone claiming IGST refunds on exports
The setup, step by step
- Ensure your IEC exists on DGFT and the PAN on the IEC matches the PAN on the DSC you'll be issuing.
- Get a Class 3 DSC in the signatory's name (Individual, if you're a proprietor / partner; Organisation, if signing under a Pvt Ltd or LLP).
- Log in to ICEGATE with your IEC-linked user ID (or register a new one under Sign Up).
- Go to Services → e-Sanchit → DSC Registration.
- Insert your token, upload the DSC certificate, and complete the registration.
Common failures
- IEC-PAN mismatch: DGFT and ICEGATE both refuse the DSC. Fix at DGFT first.
- Signature verification failed: usually the emSigner utility isn't running, or Java Web Start is blocked.
- CHA role not mapped: brokers need the CB role explicitly enabled on their ICEGATE profile.
